This is a 1988 7.5" Collector plate put out by Pemberton and Oakes and painted by Donald Zolan.
It is from the only edition of the third plate in the Zolan Childhood & Friendship Collection. Great for a baby's room.
It comes with the original box, a certificate of authenticity and a pamphlet "Zolan's Own Story About "Tiny Treasures".

When will I receive my refund for a damaged product.
I will happily refund for anything damaged during shipping. However, I must receive pictures of the damage, the box and the wrapping. I will refund you as soon as I receive this in order to file a claim with USPS or Shipsurance.

It depends on the size and the work involved. Custom mermaids start at $50.
I saw an item like this on EBay for less. Can you match the price?
No.
Can you hold an item until I get paid?
No. I have done this before, taken the item out of inventory and then the person never bought. This causes me to have to pay to re-list the item and miss out on other potential sales. Please do not ask me to do this.
