I found this little guy all by his lonesome not really knowing what it was. After doing my research, I found that it is a sugar bowl. I had a problem with this cause this thing is 1.75" tall and the top opening is 1 15/16ths". But, everyone says it is a sugar bowl and there is a creamer that goes with it. Which I don't have. Which is also why you are going to get a real deal on this is you like it.
It is Lancaster and Sandland's Silver Luster line (they also did copper luster) and it was made in Hanely England in the 1940s. It is in excellent condition and is numbered 696.
It could be a lot of things, a ring holder, a bud vase, use your imagination. : )
